Designers submit their creative interpretation of what the client is looking for. The client then chooses the design he likes and that designer gets paid.
www.crowdspring.com-– Register as a creative and get your creative wits matched up with clients looking for designs that will help put their product in the best light ever.
www.themeforest.net – If you love to design website themes, you can sell them here. If you are designing for a customer, but are more of a content driven person than an background theme designer you can purchase a theme for as little as $3. 
These are fun sites to check out. Remember freelancers, it takes a lot of work to get those first few projects under your belt. Word in the Virtual Assistant world is - it takes 3-4 months to build up a nice client base. But once a few of those clients find you and love your work, your on your way. Never forget, once you have that client base, you can't stop trying for new clients.
